If your loved one has an intellectual disability, autism, or developmental disability, an HCBS (Home and Community-Based Services) Waiver may help fund services and supports that promote independence, employment, and community involvement.

What Is an HCBS Waiver?

HCBS Waivers are Medicaid-funded programs through Pennsylvania’s Office of Developmental Programs (ODP). They allow eligible individuals to receive services in their homes and communities rather than institutional settings.

Waiver-funded services may include:

  • Community Participation Support (CPS) and Adult Training Facility (ATF) services
  • Employment supports
  • In-home and community supports
  • Behavioral supports
  • Residential services
  • Respite care
  • Transportation services

How to Get an HCBS Waiver

1. Contact Your County’s Intellectual Disabilities Office

Begin by registering with your county’s Administrative Entity (AE) or Intellectual Disabilities office.

2. Complete Eligibility Reviews

The county will review documentation such as evaluations, school records, medical records, and other information to determine eligibility.

3. Apply for Medicaid

Because waivers are Medicaid-funded, applicants must meet Medicaid eligibility requirements.

4. Meet with a Supports Coordinator

Once eligible, a Supports Coordinator will help guide you through available services, waiver options, and future planning.

5. Enroll in a Waiver

Your Supports Coordinator will help identify the waiver that best fits your needs and goals.

6. Develop an Individual Support Plan (ISP)

The ISP outlines goals, services, supports, and opportunities for community participation and independence.

Start Planning Early

Families do not need to wait until graduation or adulthood to begin the process. Starting early can help ensure services and supports are available when they are needed most.
